Local Government Response to Homelessness during The Covid-19 Lockdown in South Africa

My name is Bohlokwa Rakhoro and I am dedicated to the pursuit of knowledge and self-improvement, and to the betterment of urban life, including resolution of the challenges presented by homelessness. During Honours I explored the different ways in which local governments, with the help of civil society, were responding to homelessness during the Covid-19 lockdown. The research was based in Durban and Cape Town. These cities were chosen for their contrasting responses. Understanding homelessness in different contexts and timeframes, may help cities respond to the issue in a more sustainable and effective manner. Through photography, I was able to capture particular moments of the experience of lockdown. I examined the dialectics between memory and continuity, and power and the responsibility of choices made. I further examined the influence of social organisation on identity, and the identification with place, providing a sense of rootedness.
